Former § 2-28 pertained to abbreviated procedure for passage of ordinances and derived from the 1974 Code, § 2-4, and Ord. No. 10624, § 2, adopted Aug. 6, 1984. Section 2-4 of the 1974 Code was repealed by Ord. No. 10831, § 1, adopted Aug. 15, 1988.
