§ 15-239. Degree of care required.

Notwithstanding the provisions of this chapter as to speed every driver of a vehicle shall exercise the highest degree of care to avoid colliding with any vehicle or any pedestrian upon any street, alley or highway in the city and shall exercise such care and proper precaution upon observing a child or any aged, confused or incapacitated person upon or crossing a roadway.
