§ 15-238. Hazardous conditions.

No person shall drive a vehicle on any street at a greater speed than is reasonable and prudent under the conditions then and there existing. Where no special hazards exist, the speeds established as maximums by section 15-446 to 15-448 shall be lawful, but any speed in excess of such limits shall be prima facie evidence that such speed is not reasonable and is unlawful.
