§ 15-43. Handicapped parking.

  • (a)

    There are hereby established handicapped parking spaces at the following locations:

    City parking lot on the west side of Brashear Park on Stanford Street (between Normal and Fillmore), two (2) spaces.

    City parking lot at McPherson and Main in the northeast corner, one (1) space.

    City parking lot at Marion and McPherson in the southwest corner, one (1) space.

    City parking lot at the skate park, 3000 block of North Novinger, northwest corner, two (2) spaces.

    Fire Department Parking Lot, 401 N. Franklin, southeast corner, one (1) space.

    N. Elson on the east side of the 100 block immediately south of the courthouse parking lot, one (1) space.

    North Elson in the 200 block on the west side of the street, the first parking spot north of Harrison, one (1) space.

    S. Elson Street in the 100 block on the east side of the street just south of Washington, one (1) space.

    N. Franklin on the west side of the 100 block immediately north of Washington, two (2) spaces.

    N. Franklin Street in the 200 block on the west side of the street just north of Harrison, one (1) space.

    N. Franklin in the 200 block on the west side of the street immediately south of Missouri, one (1) space.

    201 South Franklin Street, southbound in the alley directly behind the Municipal Building, one (1) space.

    S. Franklin Street at the north end of the east side of the 200 block just south of McPherson Street, one (1) space.

    S. Franklin in the 200 block on the west side of the street, the first angled parking space, immediately north of Jefferson, one (1) space.

    Harrison Street, on the north side, the first parking space east of Franklin, one (1) space.

    South High Street , in the 100 block on the west side of the street just north of McPherson, one (1) space.

    East McPherson on the south side of the 200 block immediately in front of the main entrance to U.S. Bank, one (1) space.

    N. Main Street on the west side of the 100 block, the first parking space north of the east-west driveway/alley between 109 N. Main and 111 N. Main, one (1) space.

    S. Main Street in the 100 block on the west side of the road just south of the east-west alley, one (1) space; 8:00 a.m. to 4:00 p.m.

    E. Washington Street in the 100 block on the south side of the street just east of the north-south alley, one (1) space.

    E. Washington in the 100 block on the south side of the street immediately west of the north-south alley, one (1) space.

    East Washington Street in the 100 block on the north side of the street, the first parking spot east of Franklin, one (1) space.

    W. Washington on the east side of the west end of the 100 block just south of Elson Street, one (1) space.

    W. Washington Street in the 200 block on the north side of the street, the first parking space west of Elson, one (1) space.

    516 S. Main, two (2) spaces.

    (b)

    Other handicapped parking spaces shall be located as follows:

    East Pierce Street, north side of the 100 block just west of the alleyway, one (1) handicapped parking space.

    W. Washington Street, south side of the 300 block immediately west of Main Street, one (1) handicapped parking space. Only vehicles designated as handicapped as identified by Missouri State Statute may park in this location.

    (c)

    No person, other than one who is handicapped, or one who is transporting a handicapped person, shall park or permit to remain parked, a vehicle operated and controlled by him, in the handicapped parking space established herein; nor shall any person park or permit to remain parked, any vehicle registered in his name, in the handicapped parking spaces established herein, unless the vehicle shall have been parked in connection with transporting a handicapped person.

    (d)

    The city traffic engineer, acting in concert with the director of public works, is hereby authorized to place appropriate pavement markings and/or signs designating parking spaces as handicapped parking only.

    (e)

    It shall be the duty of the police department to enforce the provisions of this section, and any person who shall violate the provisions of paragraph (c) shall be deemed guilty of a misdemeanor and be punished by a fine of not less than fifty dollars ($50.00), nor more than two hundred dollars ($200.00), plus court costs.

    (f)

    Any person or corporation in lawful possession of a public off-street parking facility may designate reserved parking spaces for the exclusive use of vehicles which display a distinguishing license plate or card, issued pursuant to state statute 301.071 or 301.142, as close as possible to the nearest accessible entrance. Such designation shall be made by posting immediately adjacent to, and visible from each space, a sign upon which is inscribed the international symbol of accessibility in white on a blue background, and may also include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a distinguishing license plate or card.

    (g)

    Spaces designated for use by vehicles displaying the distinguishing "disabled" license plate issued pursuant to state statute 301.142 or 301.071 shall be twelve (12) feet wide or greater, or shall be open on one (1) or both sides so as not to impede the safe egress and exit of the disabled person.

    (h)

    Law enforcement officials are empowered to enter upon private property open to public use to enforce the provisions of this section.
