The franchisee shall cooperate with any interconnection corporation, regional interconnection authority, county, state or federal regulatory agency which may hereafter be established for the purpose of regulating, facilitating, financing, or otherwise providing for the interconnection of telecommunications facilities inside and outside the city of Kirksville.
