An industrial or commercial customer shall, upon application, be eligible for the
waiving of the charge for wastewater usage for that portion of the facility's flow
that is used for cooling, if the noncontact water flow does not enter the sanitary
sewer system and if the cost to the city does not adversely affect the city's needed
revenues for system operations. The application shall include such information as
is required to determine the most appropriate method to correctly monitor the different
flows through different meters.
