It shall be unlawful for any person owning or in possession, control or management
of any lot, tract or parcel of land or building or other premises within the city
to suffer or cause or permit to exist, in or upon the same, any stagnant water, junk,
trash, or other substance of any kind or character whatsoever which is or may become
putrid, offensive or detrimental to human health.
