If an application for a card is made for a peddler, or solicitor residing outside
Adair County, who has never before been licensed in the city, the applicant shall
post a five hundred dollars ($500.00) performance bond for losses of money or property
sustained by residents of, or the city, due to larceny, theft, embezzlement, forgery,
wrongful abstraction, or other fraudulent or dishonest acts committed by the applicant
(including its officers, employees and volunteers).
