§ 14-40. Requirement for issuance of building permits.

(a)

All contractors and all subcontractors shall procure a license and pay a license fee prior to engaging in operations within the city, and shall be subject to the provisions under this article. No license shall be required of any person performing repair or remodeling work on their own property.

(b)

No building permit shall be issued by the city to any contractor or subcontractor, for the construction, erection or the remodeling of any residence, building, bridge, stonework, street, sidewalk, driveway, parking lot, utility line or other structure, or any parts thereof, unless the contractor or subcontractor therefore has procured and paid for the license required by this article.
