§ 1. [Grant of franchise.]

That the City of Kirksville, Missouri, subject to the terms, conditions, and stipulations mentioned in this ordinance, hereby grants a nonexclusive franchise to Associated Natural Gas Company, a division of Arkansas Western Gas Company, its successors and assigns, hereinafter referred to as the "grantee," the right to lay, construct, equip, operate, repair, and maintain a system of gas mains, pipes, conduits, and feeders for the purpose of supplying and distributing natural gas for light, fuel, power, and heat and for any other purpose, to the residents or inhabitants of the City of Kirksville, Missouri, hereinafter referred to as the "grantor," and further, the rights to lay, construct, operate and maintain a system of works comprising buildings, machinery, gas mains, pipelines, pipe conduits, manholes, underground conduits, appurtenances, and appliances of every kind and character necessary and proper in the conduct of said gas business within the corporate limits of the city as they now exist, or as they may hereafter be extended, all for the purposes of distributing and selling gas to the grantor and to the residents or inhabitants thereof, and to others, and for the purpose of conveying, conducting, and distributing gas from such system to any point beyond said city limits. As used in this ordinance, the terms "natural gas" and "gas" shall be defined as including, in addition to natural gas, such alternate, substitute, or supplemental fuels as (without limitation) liquefied natural gas, liquefied petroleum gas, synthetic natural gas, propane and propane-air.
