The Legislature of the State of Missouri has in RSMo Chapter 89 delegated the responsibility
to local governmental units to adopt zoning regulations designed to protect the health,
safety, and general welfare. Whereby, floodplain management regulations further protects
the health, safety and general welfare of the citizens of Kirksville, Missouri. Therefore,
the City Council of Kirksville, Missouri ordains as follows:
