A plat shall be drawn to scale, shall show the layout of streets, lot areas and boundaries,
and the location of buildings, recreational areas, parking areas and utilities. Lot
areas shall be clearly marked on the grounds by permanently flushed stakes, markers,
or other suitable means of identification.
