§ 25-65. Procedure for establishment generally; building permits.

  • A district RP-5 may be established on a tract of land in a single ownership or under unified control provided, that a preliminary development plan for a planned mobile home park district has been prepared and submitted in compliance with the regulations and requirements of this article.

    Application may be made either to the city planning and zoning commission or to the city council for the rezoning of property for a planned mobile home park district. If made to the city council, it shall be referred to the city planning and zoning commission for their recommendations.

    The location of any district RP-5 shall be on property which has an acceptable relationship to major thoroughfares, and the city planning and zoning commission shall satisfy itself as to the adequacy of the thoroughfare to carry the additional traffic generated by the development.

    The proponent of a planned RP-5 district shall prepare and submit, in triplicate, a preliminary development plan to the city planning and zoning commission for its inspection and review, upon which plan the commission shall advertise and hold a public hearing in conformance with the requirements for amending this chapter as provided under section 25-12. If this preliminary plan is found to comply with the intent of the requirements and regulations set forth in this article, the city planning and zoning commission shall, upon approval of the preliminary plan, prepare and submit to the city council a request for an amendment to this chapter, which amendment is to provide for and establish an RP-5 district for the land covered by the preliminary plan.

    Upon approval of the zoning change by amendment to this chapter, the proponent shall submit a final development plan, in triplicate, to the city planning and zoning commission for its review and recommendations. No building permit shall be issued for any construction in this district until the city planning and zoning commission shall have approved the final development plan and notified the zoning administrator.
